Stages of 5+3+3+4

Foundational (5), Preparatory (3), Middle (3), Secondary (4).

Medium of instruction

Mother tongue / local language at least till Class 5, preferably till Class 8.

Public spending target on education

6% of GDP.

Higher education GER target

50% by 2035.

Digital store of credits allowing multiple entry and exit in higher education.

Minimum teacher qualification by 2030
